A chartered Surveyor and Fellow of the RICS with the direct understanding of the complexities of governance, procurement and stakeholder management across both government and private sectors.
Matt has delivered everything from new National Infrastructure policy and investment strategies, to major public physical estate transformation and modernisation programmes.

Proven track record in raising capital, scaling finance functions and delivering investor ready reporting in infrastructure, services, and sustainability-aligned sectors. Leading strategic finance projects for £100m+ revenue companies, including a Sun Capital backed transformation.
Former Group CFO across multiple PE-backed firms, driving M&A, debt refinancing, and multi-year modelling to support growth and investor returns. Brings deep expertise in structuring project finance, aligning with ESG goals and securing capital for clean energy and infrastructure initiatives.
Hans Høiskar

A petroleum engineer from the University of Trondheim, Norway with 27 years’ experience in executive management in the Oil & Gas and wider energy sector. Hans' experience of, and working within industry in executive and leadership positions has exposed him to a wide variety of technical and commercial developments, both from operational and a service sector perspective. He is regularly consulted for his views on operating businesses within the Middle East and it’s energy industry.
Hans founded Petronor, a development and operational, services and communications consultancy for Oil & Gas companies operating in difficult and hostile environments. The company delivered advanced communication services for remote surveying and installation of oilfields and opened oilfield supply bases.
In addition to his work in Petronor, Hans advises the Norwegian government and INTSOK, an interest organization for the Norwegian petroleum industry, on the developments in the oil and gas industry throughout the Middle East.
In 2019, Hans was appointed the special envoy for Sierra Leone to Nordic Countries.
